Chris van Lottum

Chris leads the Foster Percival road safety business. He is a Member of the Society of Road Safety Auditors and holds a Road Safety Audit Certificate of Competency. He has a background in road safety engineering, development planning and operational health and safety. He has undertaken more than 900 road safety audits on planning and highway schemes in the UK, Europe, Middle East, South-East Asia and the Caribbean.


His experience includes collision investigation schemes, risk assessment and road safety research. Chris demonstrates expertise in injury crash data analysis, and the design of road safety remedial measures on the local and strategic road network. Chris’s involvement in road safety research includes driver’s choice of speed, unlicensed driving, quiet lanes and rural speed management.

Collision Data Analysis

Identifying and understanding the road safety problems associated with the existing road network is essential to reduce road related deaths and injuries in the future.


Foster Percival offer local or area wide collision data analysis in support of all types of project, such as local safety initiatives, placemaking, pedestrian, cycling and highway design projects, and planning applications.

Road Safety Schemes

An important element of collision reduction involves designing measures to change driver and road user behaviour to reduce risks in the road environment.


Foster Percival can provide road safety engineering advice for a wide range of projects, such as local safety schemes, cycling schemes, school zones and street lighting assessments.

Road Safety Audit

The formal, systematic, independent assessment of highway schemes to identify potential road safety problems and to suggest measures to eliminate or mitigate those problems.

Foster Percival can provide audits at every stage of the project lifecycle, from feasibility and preliminary design, through detailed design and construction, to post opening assessments.

Foster Percival offer an independent audit team or individual team members to assist a client’s own audit staff.

A21(T) Robertsbridge

Appointed by the Rother Valley Railway, Foster Percival conducted a stage 1 road safety audit of proposals to introduce a new full barrier level crossing as part of a heritage railway extension.

Phoenix Avenue, Greenwich Peninsula

Appointed by Knight Dragon Developments, Foster Percival completed a stage 3 road safety audit of public realm improvements including hard landscaping, new footway and a Zebra crossing.

Tyne Tunnel

Appointed by Ove Arup & Partners for TT2, Foster Percival completed a stage 1road safety audit of a scheme to remove the existing tollbooths located on the north bank of the River Tyne and introduce an automatic numberplate recognition (ANPR)open road tolling system – Tyne Pass.

Redriff Road, Canada Water

Appointed by Ove Arup & Partners for British Land, Foster Percival completed a stage 1 road safety audit of proposals to replace a mini roundabout with a traffic signal-controlled junction and the introduction of an additional traffic signalled access serving residential and retail developments.

Spiral Access Roundabout, Thurrock

Appointed by Ove Arup & Partners for Arena Essex, Foster Percival conducted a stage 1 road safety audit of proposals to provide a pedestrian and cycle facilities on a site access link including the partial signalisation of a roundabout on the A1306 dual carriageway.

King Street, Blackpool

Appointed by Muse Developments, Foster Percival completed a stage 1/2 road safety audit covering public realm improvements and access arrangements for a new office development, including stopping up of existing roads.
